PICSE wizard: a good practice to identify the most suitable procurement procedure
Cloud computing has the potential to offer regions access to advanced computing capacity on a service and cost-shared pay-per-use basis. The study on “The role of European Structural and Investment Funds (ESIF) in financing cloud computing projects” (SMART 2015/0014) promoted by DG CNECT of the European Commission indicates that European Structural and Investment Funds can stimulate regional digital development by direct investment in cloud computing-related infrastructures, such as high performance networks giving access to data centres and even local data centres.
The study also provides a structured set of practical Guidelines directed to Managing Authorities and stakeholders, in particular SMEs, on the potential eligibility for cloud-related projects to be co-financed by the European Structural and Investment Funds (ESI Funds) of the European Union (EU), within the EU Cohesion Policy.
The guidelines recommend the PICSE wizard as a good practice of web-based application designed to support public research organizations in choosing the most suitable model for procuring cloud services.
